Pantawid Pamilyang Pilipino Program (4P's) is a human development program that invest in the health and education of poor household through provision of cash grants. In the contexts of 4P's, children are monitored in education and health, and are expected to comply with the program's conditionalities. However, there are cases where students do not attend in school. Despite exhaustive efforts of the Municipal Links, the beneficiaries remain non-compliant to education conditionalities. Children and youth who are consistently ''not attending school'' (CYNAS) and Out of School Youth (OSY) refers to children who have not been attending school for at least three consecutive months in a given school year. In the Municipality of Allacapan, for children's compliance in education for aged 15-18 years old, there are only about 71.04% who are compliant in the conditionality of the program, thus it is important to pay appropriate attention and awareness of both their intra and interpersonal of these out of school youths. Objectives of this organization are to develop a deeper sense of self-awareness and positive self-esteem; and enhance interpersonal skills and build youth support system through this youth organization's set of activities like Youth Camp: A Bata-Balik Eskwela Strategy.
