The creation of this national youth and student movement, the "Kabataan Kontra Droga At Terosismo" (KKDAT), is the PNP-Police Community Affairs and Development Group's response to Executive Order No. 66, Series of 2018, signed by Executive Secretary Salvador Medialdea for President Rodrigo Roa Duterte on October 29, 2018, titled "INSTITUTIONALIZING THE PHILIPPINE ANTI-ILLEGAL DRUGS STRATEGY", which, among others, direct all government offices. departments, bureaus, agencies and offices, including Government Owned and Controlled Corporations (GOCCs) and state universities and colleges (SUCs) to implement the Philippine Anti-Illegal Drugs Strategy (PADS) and to encourage non-government organizations, civil society organizations, and private institutions to actively support the projects and programs under PADS. KKDAT likewise answers the call provided under Executive No. 70 Institutionalizing the Whole-of Nation Approach in Attaining Inclusive and Sustainable Peace, and the Adaption of a National Peace Framework, thus ensuring the active participation of all sectors of society in the pursuit of the country's peace agenda.
