The 4-H Club shall serve as the center for the articulation of the ideas and sentiments of the Filipino out-of-school youth and shall work for a well-developed and progressive partnership between the youth and government. It shall promote the development of the organization as an institution of youth participation in some affairs of local and national concern to agricultural aspect.
