The Philippines’ public education system faces persistent challenges that hinder foundational learning in Mathematics, Reading, Science, and even Creative Thinking, as reflected in the country’s consistently low rankings on the OECD Programme for International Student Assessment (PISA). Structural inequities, overcrowded classrooms, and limited individualized support disproportionately affect children from underserved communities, constraining their academic potential and future opportunities. In response to this urgent learning crisis, HALIGI Org.—which means 'Pillar' in English, a foundation to a structure—has pioneered a volunteer-driven tutoring initiative that embodies the principle of “for learners, by learners.” This program leverages the dedication of over 50 student volunteer tutors nationwide to provide free, personalized foundational knowledge to more than 50 incoming high school students across 14 Barangays in Tondo, Manila. The tutoring sessions are delivered in small groups or one-on-one formats, closely aligned with the national curriculum, and tailored to address the specific learning needs of each student. This learner-centered approach effectively bridges foundational skill gaps while fostering confidence and motivation among beneficiaries. Beyond academic support, the initiative cultivates a culture of civic engagement and leadership among student volunteers, many of whom pursue careers in education, public service, and social development. By empowering both learners and tutors, the program creates a sustainable cycle of impact that extends beyond individual classrooms. Through strategic partnerships and evidence-based practices, HALIGI Org. offers a scalable model for addressing educational inequity. This initiative contributes directly to advancing Sustainable Development Goal 4 (Quality Education), ensuring equitable, inclusive, and high-quality learning opportunities for all children in the country.
