The Pag-asa Youth Association (PYA) is organized in every barangay where there is a high incidence of Out-of-School Youth and disadvantaged youth. PYA was federated at the municipal level to promote networking as a unit at various levels. The Association is geared towards the total development of disadvantaged youth in terms of spiritual, economic, physical, psychological, cultural, and socio-economic development. In addition, it advocates education, environment, health, peace building and security, governance, active citizenship, global mobility, social inclusion and equity, and economic empowerment, and agriculture to address and cater to the issues and concerns of the youth sector, particularly the underprivilege.
