The City Government of Naga established the Naga City Youth Officials Program through Executive Order No. 001, Series of 1989 to promote youth involvement in local governance and providing the youth of Naga with firsthand knowledge of government functions related to community development. Over the years, it has evolved from a simple immersion into a robust institution of youth leadership. It provides young Nagueños a unique opportunity to reflect and imitate the many duties and responsibilities of a city official, giving them first-hand experience in legislation, executive management, and public service. It is a firm manifestation of Naga City’s commitment to participatory governance and youth empowerment.
