Proactive Youth Leaders in Safety and Emergencies (PULSE) is a youth-led, community -driven civic organization based in Ormoc City. Established in May 2026. P.U.L.S.E empowers young citizens aged 15 to 30 to transition from a "vulnerable sector" into active, certified humanitarian leaders. The organization specializes but not limited to localized disaster risk reduction, climate resilience, physical First Aid, anda mental health advocay, bridging the gap between grassroots youth volunteerism and institutional and emergency management.
