To provide an open process by which all member organizations of the alliance to involve themselves in the\r\naffairs of the Caloocan City;\r\nTo do and perform all of the activities related to said purposes, to have and enjoy all of the powers granted and\r\nengage in any lawful activity for the alliance that may be organized under the city of Caloocan;\r\nTo be organized for educational, scientific and charitable purposes. Notwithstanding any statement of purpose\r\nor powers aforesaid, this alliance of organizations shall not, except to an insubstantial degree, engage in any\r\nactivities or exercise any powers that are not in furtherance of its specific and primary purpose.
