One of the Philippine Red Cross\' six primary services is Red Cross Youth. It seeks to educate and empower children and youth in the spirit of the Red Cross through constructive training, effective leadership, and opportunities for directing and harnessing their idealism into useful humanitarian endeavour. The Bibincahan Community Red Cross Youth Council has been established by the Philippine Red Cross- Sorsogon Chapter that is known as a provincial humanitarian movement that promotes acts of volunteerism to alleviate human suffering. The Bibincahan CRCYC sees the importance of building solidarity and camaraderie between its members. The council continuously upholds the 7 fundamental principles of Red Cross which are humanity, impartiality, neutrality, independence, voluntary service, unity and universality. As volunteer leaders under the Red Cross organization, the council seeks to educate future volunteers with the specifics of the Red Cross Movement and instil in them a sense of pride for being a member of a worldwide Movement for Humanity. If necessary, events will be created where participants can demonstrate their understanding of Red Cross Matters in order to gauge their comprehension. It also aims to inculcate with them the concept of leadership and the skills needed to become an effective leader and volunteer.
