The 4-H Club was organized since 1900 in the U.S. and in 1991, Republic Act No. 7160 known \r\nas the Local Government Code took effect where the management of 4-H Club was devolved to Local \r\nGovernment Units. \r\n Administrative Order No. 2 series of 1996 orders the revitalization of the organization of \r\nfarmers, livestock and poultry raisers, RIC and 4-H Clubs and Administrative Order No. 9 aimed at \r\nstrengthening the participation of the 4-H Club in Department of Agriculture programs.\r\n It is a Rural Based Organization (RBO) which is the premier Youth Development Program of the \r\nDepartment of Agriculture (DA) for the development of in and out of school youth with age ranging \r\nfrom 7-30 years old, particularly those parents are in the Agricultural & Fishery sectors. This program \r\nencourages the youth to organize and voluntarily participate in a more aggressive manner in the \r\nnationwide struggle to alleviate the country from poverty and to ensure food security. \r\n This program is formulated to sustain and strengthen further the farm youth organizations in \r\norder to be more aggressive to participate in nationwide struggle for development in the agriculture \r\nand fisheries sector. To empower our farm youth sector specifically the out-of-school youth and \r\nchildren of farmers and fisherfolks towards poverty alleviation, \r\nfood security and agriculture and rural development. To develop more young agri-preneurs to be \r\nself-productive and learn how to make farming enterprises profitable and able to respond to market \r\ndemands. \r\n As part of the current thrust of the Provincial Government of Aklan through the Office of the \r\nProvincial Agriculturist in the agri-fishery sector which is the strengthening of farm youth \r\norganizations.
