CONSTITUTION AND BY-LAWS OF KKDAT Dinagat Islands Federation Established [September 2020] Article I. Name Section 1. This organization shall be known as KKDAT Dinagat Islands Federation a. Throughout this document, this organization shall be referred to as KKDAT Dinagat Islands Federation. Article II. Vision, Mission and Objectives Section 1. The organization shall envision to inform, organize, and mobilize the youth and student sectors as advocacy support group that will stand against illegal drugs and terrorism; to enflame the Spirit Of Volunteerism among the youth and student sectors through Police Community. Relations platform and programs, and to empower the youth and student sectors to become proactive partners of the government in the nationwide cascading advocacies relative to anti-terrorism and anti-illegal drugs, especially on matters. Related to Barangay Anti-Drug Abuse Council (BADAC) and in social reintegration programs for reformed illegal drugs personalities Section 2. The organization shall pursue to achieve the following: The creation of this national youth and student movement, the "Kabataan Kontra Droga At Terosismo" (KKDAT), is the PNP-Police Community Affairs and Development Group's response to Executive Order No. 66, Series of 2018, signed by Executive Secretary Salvador Medialdea for President Rodrigo Roa Duterte on October 29, 2018, titled "INSTITUTIONALIZING THE PHILIPPINE ANTI-ILLEGAL DRUGS STRATEGY", which, among others, direct all government offices. departments, bureaus, agencies and offices, including Government-Owned and Controlled Corporations (GOCCs) and state universities and colleges (SUCs) to implement the Philippine Anti-Illegal Drugs Strategy (PADS) and to encourage non government organizations, civil society organizations, and private institutions to actively support the projects and programs under PADS. KKDAT likewise answers the call provided under Executive No. 70 Institutionalizing the Whole-of-Nation Approach in Attaining Inclusive and Sustainable Peace, and the Adaption of a National Peace Framework, thus ensuring the active participation of all sectors of society in the pursuit of the country's peace agenda. Section 3. The organization shall have the following objectives: a. Phase 1-Awareness a) Registration, documentation and recording b) Cascading of Kabataan Kontra Droga at Terorismo in every city/municipality, provincial, regional and national level, and c) Information and Education re: Illegal Drugs and Terrorism. b. Phase II-Organize a) Full Implementation of series of trainings: b) KKDAT core group election of officers; c) Creation of KKDAT chapter core group, starting from barangay; d) level to the national level; and e) Monitoring of Activities. c. Phase III-Mobilize a) Mobilize volunteers/advocates in the implementation of anti terrorism, anti-illegal drugs programs/activities social reintegration, sports clinic, tree planting and coastal clean-up, and other productive activities; b) Continue the conduct of seminars and education; c) Cascade acquired assessment inputs to their respective constituents; and e) Conduct of periodic assessments Article III. Membership Section 1. Any individual who meets the following qualifications shall be eligible to become a member of the federation: a. 13-30 years old; b. A resident and voter of the Province of Dinagat Islands c. Has no criminal record or any youth in good standing. d. An officer of a KKDAT Chapter/Unit Section 2. In order to become a member, a qualified candidate shall: a. Attend a KKDAT Advocacy Orientation; b. Willingly sign up and provide personal information to the chapter; and c. Exude the spirit of volunteerism by participating in events and activities Section 3. The Secretary shall maintain the roster of members of the organization. Section 4. The membership shall remain legitimate with: a. Active participation in activities, given constant attendance; and b. Updating of database and re-checking of commitment to the membership Section 5. A member can voluntarily withdraw by informing the Chapter/Municipal President (or OIC), through a letter of voluntary membership withdrawal. Section 6. A member can be forcibly removed with: a) three consecutive non-attendance to events and meetings; b) violation of the Philippine Law and community regulations; c) unruly behavior that do not subject to the virtues and values of KKDAT; and d) three (3) consecutive non-conformity and non-compliance (without due reason and communication) to the Provincial Council resolutions and memoranda. Section 7. There shall be an advisor of the organization who shall be selected by the Provincial Council based on the following qualifications: a. The Provincial Council adviser shall be the Provincial Community Affairs Development Unit (PCADU) Commissioner Officer of Dinagat Islands Police Provincial Office, or any assigned PCADU Officer; b. The Provincial Council Adviser shall be replaced the moment the PCADU Commissioned Officer be replaced by another officer. Article IV. Officers Section 1.The organization shall be headed by a/n Provincial Council which will be composed of: a. President. Serves as the highest authority in the organization, represents members of the organization in activities, programs, and transactions done with other legal persons and individuals, leads the meeting of the KKDAT Provincial Council, signs all documents of the made by the organization, and approves activities that are suggested and proposed by committees and members; b. Vice President. Assists the President in the performance of his duties, and takes over in times when the President is unable to perform his duties and function due to temporary or permanent absence; c. Secretary. Keeps the minutes of the KKDAT Provincial Council, as well as other pertinent documents and communications necessary for the operations of the organization; d. Treasurer. Keeps the financial resources of the organizations safe and secured and oversees its disbursement for projects and activities and ensures the honest use and proper disbursement of organization’s resources by reviewing financial statements and other pertinent records; e.Auditor. Obtain reasonable assurance about whether the financial statements as a whole are free from material misstatement, whether due to fraud or error f. Public Information Officer. Disseminate relevant information about the organization and its activities. g.Representatives. A focal person in every chapter/unit to follow up and raise the voice from the lower units to the KKDAT Provincial council. Article V. Meetings Section 1. Regular meetings shall be held in every fourth Friday of the month. Section 2. Special meetings may be called by the President or a majority of KKDAT Officers. All members must be given a minimum of 24 hour notice prior to the meeting time. Section 3. Business cannot be conducted unless half of the members and officials are present. Section 4. Members must be present to vote. Section 5. In order to vote, a member must be in good standing. This may include meeting attendance requirement in any activity done by the PNP and the community. There is an attendance requirement, this shall specify the number of excused and/or unexcused absences that results in loss of voting privileges. To be in good standing each member must attend three (3) activities every month. Article VI. Finances Section 1. Organization funds shall not be used to purchase or reimburse for members. Section 2. The proceeds and transparency of the organization’s fund shall be presented to the members and officials with supporting documents. Article VII. Discipline of Members Section 1. All members of the KKDAT Dinagat Islands Federation are expected to uphold the rules and regulations of the KKDAT Code of Conduct and adhere to the policies and procedures set for in the Kabataan Kontra Droga at Terorismo Organization Policies. Section 2. Members that violate the KKDAT Code of Conduct and Organization rules and regulations may face disciplinary action. Section 3. Failure to fulfil the responsibilities upon the members and officers, the body may conduct a special meeting and agree upon the action that will be taken upon the approval of the majority. Article VIII. Amendments Section 1. Proposed amendments to this constitution shall be presented to the membership, in writing, one meeting prior to the meeting where the amendment will be voted upon. The President and its Officers Committee and/or Bylaws Committee shall review and make recommendations on all bylaw revisions prior to consideration by the membership. Section 2. Constitution amendments require approval by two-thirds of the voting members present at a regular meeting. The amendment shall be effective immediately unless otherwise stipulated in the amendment. Section 3. A copy of any amendments to this constitution must be submitted to the Kabataan Kontra Droga at Terorismo President a week after the adoption of the amendments via email address.
