Project: TALSAK (Talento, Adhikain, Likha-Sining at Kultura). The said program aims to promote youth empowerment and participation through dance, singing, drama, theatre musical instruments and public performances. Through active participation, young people are empowered to play a vital role in their own development as well as in that of their communities, helping them learn vital life-skills, develop knowledge on citizenship and promote positive civic action. The council of Sangguniang Kabataan of Barangay Libas conducted a series of consultations with the youth of the barangay to identify and address the hindrances of youth participation in the SK's activities. After a series of talks to the youth, the council concluded the reasons for the lack of youth participation were a platform in showcasing their talents and skills. On February 2022, the Sangguniang Kabataan of Barangay Libas, Lavezares, Northern Samar wrote a request to the National Commission for Culture and the Arts (NCCA) for a 5-day workshop on basic acting, theatre arts, and voice to 30 youth participants, which was conducted last April 22-26, 2022. On April 26, 2022, was the first public performance on acting (tackling HIV awareness and prevention, and environmental issues such as garbage disposal) and singing, conducted at the basketball court of Barangay Balicuatro, Lavezares, Northern Samar. On April 28, 2022, the Sangguniang Kabataan officially launched the participants of the workshop conducted by the National Commission for Culture and the Arts as the first ever cultural-based youth performing arts group, dubbed as the TALSAK Libas Performing Arts Group.
