The purpose of the organization is to unite the youth of the Barangay Silangan to promote leadership, cultural preservation, community service, and personal development. The association operates through various programs and initiatives designed to address the needs and aspirations of its members. These programs include educational workshops, leadership training and community outreach activities that focuses on personal development, civic engagement and social entreprenuership. By equipping the youth with essential skills and knowledge. PILAK seeks to foster a sense of responsibility and leadership that extends beyond their immediate environment.
