Section 1. The organization shall be known as Kabataang Sangley. Section 2. As such, the meaning of the organization name is Kabataang Bagong Tagapag-taguyod ng mga Anak ng Sundalong Aktibong Nagsisilbi sa Gobyerno at Layunin ay maging Ehemplo ng Yakal. Section 3. The Organization is an independent youth organization dedicated to advancing the welfare of the youth dependents of the Philippine Navy and Air Force residing in Sangley Point Naval Base, Cavite City.
